Questionada legalidade do ataque americano

“Porque é que um homem desarmado não foi detido e julgado num tribunal para que a verdade fosse revelada ao mundo?” Esta é uma das perguntas que a família de Bin Laden quer ver respondida pelo Presidente dos Estados Unidos da América, que no passado dia 2 de Maio anunciou a morte do considerado “inimigo número um dos EUA”.

Numa carta que enviaram ao “The New York Times”, os filhos mais velhos de Osama bin Laden, questionam a legalidade do ataque americano, pedem um inquérito à ONU, e querem saber por que é que o Presidente dos Estados Unidos da América mandou matar um homem que não estava armado.

Omar Bin Laden e os seus irmãos acusam os EUA não só de violar o direito internacional, mas também de dar um exemplo diferente daquilo que é um “julgamento justo” e da “presunção da inocência até prova do contrário”. Os filhos do líder da Al-Qaeda afirmam acreditar que um julgamento era possível tal como o foi, referem, no caso do Presidente do Iraque, Saddam Hussein, e do Presidente sérvio, Slobodan Milosevic. “O assassínio arbitrário não é solução para problemas políticos”, pode ler-se no comunicado.

A decisão de queimar o corpo do líder da Al-Qaeda e de o atirar ao mar foi também altamente criticada pelos filhos de Bin Laden que se queixam de não terem podido exercer os seus direitos religiosos e realizar uma cerimónia fúnebre a um “homem muçulmano”.

Na carta enviada ao jornal norte-americano, Omar e os seus irmãos dizem, mais do que uma vez, não concordar com a forma como Osama “professava, acreditava e operava” e relembram que Omar sempre discordou da violência levada a cabo pelo pai e sempre condenou as suas actuações. Mas explicam também que, tal como condenaram o pai, agora condenam o Presidente dos EUA por ter “ordenado a execução de mulheres e de um homem desarmado”, sem detenções nem julgamentos. E por isso exigem que a ONU leve a cabo um inquérito que se foque nessa questão principal.

Caso as dúvidas da família Bin Laden não obtenham resposta no prazo de 30 dias, Omar e os seus irmãos avisam que se verão forçados a recorrer a outras instâncias internacionais, como o Tribunal Penal Internacional ou o Tribunal Internacional de Justiça.

Fundação australiana reconhece coragem do fundador da WikiLeaks

O fundador da WikiLeaks, Julian Assange, foi ontem galardoado, em Londres, com um prémio pela sua “excepcional coragem na defesa dos direitos humanos”.

A fundação Sydney Peace Foundation atribuiu ao australiano uma medalha de ouro que, em 14 anos, fora unicamente entregue a outras três pessoas: ao líder espiritual Dalai Lama, ao antigo Presidente sul-africano Nelson Mandela e ao japonês Daisaku Ikeda, da associação budista Soka Gakkai.

A homenagem visa reconhecer a determinação de Assange na obtenção de mais transparência por parte dos Governos pondo em causa “séculos de práticas secretas”.

A atribuição deste prémio já foi elogiada pelo linguista e escritor Noam Chomsky que agradeceu, citado pelo site da Sydney Peace Foundation, “a forma como [Assange] exerceu as suas responsabilidades como cidadão de sociedades livres, permitindo assim aos cidadãos saber o que o seu Governo está a fazer”. Chomsky agradeceu também à fundação australiana por ter entregado o prémio ao criador da WikiLeaks mostrando “coragem na prossecução da justiça”.

A medalha de ouro reconhece também a “liderança, coragem e tenacidade de Assange no jornalismo e presta tributo à sua convicção de que a verdade importa e de que a justiça depende dela”.

Para Mary Kostakidis, jornalista e ex-membro do Comité Australiano de Consulta dos Direitos Humanos o site da WikiLeaks é “engenhoso e heróico” e Assange é detentor de uma “heróica coragem”, tendo corrido “sérios riscos para o benefício colectivo”.
Kostakidis sublinhou também que “com a WikiLeaks, estamos todos empenhados numa luta, uma luta geracional, para que os cidadãos tenham o direito e o dever de escrutinar o Estado.”

Julian Assange, ex-"hacker" australiano de 39 anos, tornou-se a face da organização que já disponibilizou mais de 250 mil documentos secretos norte-americanos e que suscitou as mais variadas reacções na comunidade internacional – há até analistas políticos que sugerem que o site seja classificado como uma organização internacional de terrorismo.
 Para as autoridades americanas, o site tornou-se um embaraço, mas para Stuart Rees, o professor da fundação Sydney Peace, Assange e a WikiLeaks foram um “ponto de viragem no jornalismo, na liberdade de informação e, potencialmente, na política”. E por isso merecem o prémio que lhes foi atribuído.

Assange, que agradeceu o prémio dizendo que o mesmo evidenciava a ligação da “paz com a justiça”, encontra-se actualmente em prisão domiciliária em Inglaterra, acusado de agressões sexuais e violação, e recorreu recentemente da decisão da justiça britânica de o extraditar do Reino Unido para a Suécia, onde foram formuladas as acusações contra ele.

Para os apoiantes do fundador da WikiLeaks, Assange é vítima de uma conspiração surgida depois da divulgação dos milhares de documentos que têm feito tremer Governos.

Portugal continuará a contribuir na construção de Timor através da cooperação

Lisboa, 11 mai (Lusa) - O ministro da Defesa, Augusto Santos Silva, afirmou hoje que Portugal continuará a contribuir para a construção do Estado de Timor-Leste através da cooperação e da ajuda ao desenvolvimento, designadamente nos setores da educação e militar.

Santos Silva sublinhou que a construção do Estado de Timor-Leste é "um caso muito bem sucedido" e que a cooperação com este país é "uma das dimensões essenciais da cooperação portuguesa", onde estão atualmente 92 cooperantes portugueses.

O volume de financiamento de ajuda ao desenvolvimento a Timor-Leste está perto dos 500 milhões de euros em termos acumulados e Portugal é atualmente o segundo maior doador daquele país, disse.

O ministro da Defesa falava hoje no seminário "Timor-Leste - Contributo de Portugal para a construção do Estado" organizado pela Academia Militar.

Além da manutenção da cooperação com Timor-Leste nos setores da educação, justiça, segurança e militar, Santos Silva referiu que os "projetos bandeira" de Portugal naquele país são o de apoiar o desenvolvimento das forças armadas timorenses, a constituição da Casa Militar do Presidente timorense e o aumento das capacidades nas componentes naval e terrestre.

O apoio de Portugal para o desenvolvimento das forças armadas timorenses inclui tanto a instrução de timorenses com assessores portugueses em Timor-Leste, como a formação de militares timorenses em Portugal, referiu.

Atualmente, já existem 40 membros das forças armadas timorenses formados em Portugal e estão 20 assessores militares portugueses a apoiar a instrução em Timor-Leste.

O ministro sublinhou que as relações entre os dois Estados são de equivalência e parceria, tendo como referência a ONU e o respeito pelos direitos das pessoas e dos povos.

Portugal contribuiu para a construção de Timor-Leste e mostrou que "é possível desenvolvimento e respeito pelos direitos dos povos e pela autodeterminação destes", concluiu Santos Silva.

Outro dos intervenientes no seminário foi o bispo timorense Ximenes Belo, que fez um breve resumo da atual situação de Timor-Leste, quase dez anos depois de se ter tornado independente, e sublinhou que a independência foi conquistada pelos timorenses, mas só possível pela solidariedade de muitos Estados e organizações, especialmente de Portugal e da ONU.

Apesar de elogiar o desenvolvimento dos quase dez anos de independência de Timor-Leste, Ximenes Belo sublinhou que "ainda há muito a fazer" e apelou para a contribuição de Portugal em diversos setores, designadamente na reestruturação do poder local e na formação dos jovens.

Associado ao "fenómeno da droga", os jovens timorenses são atingidos pelo fenómeno da SIDA, exemplificou o bispo.

Austrália desiludida e à espera da posição da FIFA sobre Mundiais 2018 e 2022

A Austrália continua desiludida por ter perdido a organização do Mundial de futebol de 2022 para o Qatar, mas atribui à FIFA as responsabilidades de novas decisões no seguimento das alegações de corrupção no processo de votação.

“Não estou aqui para criticar o sistema de voto do Campeonato do Mundo, mas nós estamos bastante desiludidos” pelo resultado da votação realizada no final de 2010, declarou a primeira-ministra Julia Gillard.

Em relação às novas acusações de corrupção de membros da FIFA no processo de candidatura, Gillard foi prudente sobre a possibilidade de uma nova votação: “No final de contas, é à FIFA, organizadora da prova, que essa questão deve ser colocada”.

As acusações mais recentes surgiram terça-feira durante uma audiência parlamentar na Inglaterra.

A candidatura de Portugal e Espanha, entre outras, também foi preterida, embora na “corrida” pela atribuição da edição de 2018 do Mundial de futebol, que perdeu para a Rússia.

Língua Portuguesa, antes combatida, vai ser ensinada em universidade indonésia

Díli, 11 mai (Lusa) -- Uma universidade indonésia, a PGRI, vai avançar com a criação de um programa de ensino de Língua Portuguesa em Timor Ocidental, anunciou hoje o seu vice-reitor, Titus Bureni.

"A razão fundamental para abrir o ensino de Língua Portuguesa na nossa Universidade é a facilidade de comunicação com Timor-Leste", disse o reitor.

"Timor-leste e o Timor ocidental da Indonésia estão no mesmo arquipélago e as comunicações são importantes para um bom entendimento", justificou.

A PGRI é uma instituição de ensino superior dedicada ao ensino de ciências e formação de professores, com unidades em Cupang, no Timor Ocidental, e em Joyjacarta.

Titus Bureni, que se encontra de visita a Díli, disse aos jornalistas no Parlamento Nacional, onde hoje se deslocou, que foi assinado terça-feira um memorando de entendimento com Timor-Leste para a cooperação entre a sua instituição e a Universidade Nacional Timor Lorosae (UNTL).

"Em novembro foi feito um primeiro estudo de viabilidade e ontem foi assinado um memorando de entendimento com Timor-Leste, na área de pesquisa e ensino, ao abrigo do qual vamos criar o programa de ensino do Português, promover estágios e intercâmbio de estudantes", esclareceu.

O vice-reitor da PGRI adiantou que está a ser desenhado o programa de ensino de Língua Portuguesa, vai ser elaborado o currículo, e serão convidados docentes da Universidade Nacional Timor Lorosae para ensinar no pólo de Cupang daquela universidade indonésia.

Titus Bureni disse ainda que a sua Universidade vai estar representada dia 25, no seminário nacional sobre línguas locais, organizado pelas autoridades de Timor-Leste.

O reitor considerou ainda que a cooperação entre as universidades dos dois países pode também vir a abranger a área do desporto, em várias modalidades.

Virgílio Marçal, deputado do CNRT, partido que lidera a coligação no poder em Timor-Leste, elogiou o interesse dos académicos indonésios em fomentar o ensino de Português.

"Sentimo-nos honrados e contentes porque é uma língua oficial de Timor-leste que também vai ter espaço em Timor Ocidental", disse.

O programa de ensino de Língua Portuguesa em Timor Ocidental materializa a nova postura da democracia indonésia perante Timor-Leste, onde a utilização do Português foi combatida durante os anos da ocupação pela ditadura de Shuarto.

FRETILIN CONSIDERA URGENTE APROVAR CÓDIGO DO TRABALHO





Oposição quer fim de exploração por estrangeiros

A FRETILIN, partido na oposição em Timor-Leste, defende ser urgente a aprovação do Código do Trabalho para acabar com a exploração sobre trabalhadores timorenses por parte de estrangeiros, essencialmente provocada pela falta de legislação laboral.

O deputado da  FRETILIN António Cardoso, que preside à comissão parlamentar de Juventude,  Desporto, Trabalho e Formação Profissional (Comissão H), referiu, em declarações à agência Lusa, que "o  Código de Trabalho é muito importante e exigido pelos trabalhadores, que  se tornam vítimas de companhias estrangeiras que estão no país". 
  
Falando à margem da discussão na especialidade da proposta de lei do  Código de Trabalho, o deputado defendeu que a aprovação do Código do Trabalho "é uma prioridade  porque vem regular com vantagem matérias como o associativismo e organização  sindical, o pagamento de horas extraordinárias e trabalho nocturno, tempos  de férias, e a definição de remuneração, entre outros aspectos". 

A discussão na especialidade dos 107 artigos que constituem a proposta  de Código do Trabalho teve hoje início na comissão H, presidida por António  Cardoso.

Arão Noé (CNRT) saúda absolvição de J. L. Guterres e lamenta "difamação política

Díli, 10 maio (Lusa) -- O deputado do CNRT no Parlamento de Timor-Leste, Arão Noé, congratulou-se hoje com a decisão do Tribunal Distrital de Díli de absolver o vice-primeiro-ministro, José Luís Guterres, num processo que considera ter origem na "difamação política".

"Houve intenção política de difamar o vice-primeiro-ministro José Luís Guterres", com o processo instaurado pelo Ministério Público, que veio a culminar com a absolvição dos arguidos, disse à Lusa aquele deputado do Congresso Nacional de Reconstrução de Timor-Leste (CNRT).

O Tribunal Distrital de Díli absolveu segunda-feira o vice-primeiro-ministro de Timor-Leste, José Luís Guterres, dos crimes de administração danosa e abuso de poder, dando como não provada a acusação do Ministério Público.

Pelo acórdão do Tribunal, não houve ilegalidade na nomeação de Ana de Jesus Valério, esposa de José Luís Guterres (nomeado à época para ministro dos Negócios Estrangeiros) como conselheira da missão diplomática em Nova Iorque, nem qualquer irregularidade nas remunerações que auferiu, nomeadamente no pagamento do subsídio de residência.

Arão Noé enalteceu o Governo pela forma como lidou com o problema de um seu membro ser julgado e, em especial, José Luís Guterres por se ter apresentado à Justiça, sugerindo-lhe que exija "a reparação do seu bom nome porque durante três anos foi falado como se fosse um corrupto".

Josefa Pereira, deputada da bancada da FRETILIN, salientou que "todas as pessoas devem cumprir a lei e submeter-se à decisão do Tribunal".

"A bancada da FRETILIN [que fez a denúncia que esteve na origem do processo] entendeu que havia irregularidade no caso José Luís Guterres e esperou pela decisão judicial.

Por muito que haja sentimentos de amizade ou de pena por uma pessoa, não devemos permitir que se utilize o dinheiro do Estado para enriquecimento próprio", justificou.

Fernanda Borges, deputada da bancada PUN disse à Lusa que foi "uma boa novidade" o Tribunal concluir "não haver provas suficientes para condenar José Luís Guterres".

"Em Timor-Leste temos de continuar a trabalhar para garantir que os tribunais possam exercer a Justiça de forma livre e independente" disse Fernanda Borges sublinhou que "foi importante deixar o Tribunal fazer o seu trabalho dentro de quadros jurídicos, o que beneficiou a imagem do Governo e o Povo pelo resultado".

"Só lamento que se tenha assistido a tentativas e não levantar a imunidade de ministros e deputados rapidamente, quando é requerido pelo Tribunal, e temos de nos libertar desses medos.

Esta experiência pode ajudar os órgãos do Estado, nomeadamente o Parlamento Nacional, a colaborar mais com a Justiça em casos que estão pendentes, levantando totalmente a imunidade", comentou.

"Para uma nação independente, a emancipação da mulher é deveras importante, desempenhando um papel importante no desenvolvimento do país", disse Alves ao Timor News Line.

Merita Alves acrescentou ainda que a OPMT irá contribuir para uma profissionalização das mulheres nas zonas rurais, a fim de melhorar e aumentar as suas competências, ainda limitadas. Para tal, é necessário o apoio do partido FRETILIN.

Timor-Leste: MNE participa na Cimeira dos Países Menos Desenvolvidos





Istambul – O ministro dos Negócios Estrangeiros timorense, Zacarias Albano da Costa, esteve presente na Cimeira dos Países Menos Desenvolvidos que teve lugar dia 8 de Maio em Istambul, na Turquia.

O MNE timorense sublinhou a necessidade de renovar e fortalecer as parcerias entre os Países Menos Desenvolvidos e a comunidade internacional, no sentido de diminuir os níveis de pobreza e atingir os Objectivos de Desenvolvimento do Milénio.

De acordo com um comunicado do Ministério dos Negócios Estrangeiros timorense, Zacarias Albano da Costa referiu a necessidade de criar instituições e capacitação nos países menos desenvolvidos para alcançar um desenvolvimento sustentável. O ministro referiu a importância do desenvolvimento de assistência técnica e transferência de tecnologia assim como obtenção de recursos financeiros.

O MNE timorense partilhou com os presentes a experiência de Timor-Leste como um país recentemente formado depois de um conflito e falou no seu objectivo de, não só tornar Timor-Leste um país desenvolvido, mas também liderar os programas para que esse desenvolvimento aconteça a par das necessidades nacionais.

A delegação timorense participa até dia 13 de Maio na IV Conferência das Nações Unidas sobre Países Menos Desenvolvidos, que está a ter lugar em Istambul, na Turquia desde dia 9 de Maio.

18th ASEAN SUMMIT HELD AMID GROWING GEOPOLITICAL TENSIONS

The 18th ASEAN (Association of Southeast Asian Nations) Summit was held on May 7-8 in Jakarta. A range of key economic issues and political disputes were at stake. None were resolved. Overshadowing the gathering was the rising and increasingly hostile geopolitical tensions between the United States and China.

Among the issues confronting the summit were the possibility of Burma’s chairing ASEAN in 2014; East Timor’s incorporation into ASEAN as its 11th member; the creation of a common regional currency to facilitate trade; water disputes in the Mekong River system; the escalating conflict over the South China Sea; inflation and the threat of rising prices; the business interests of the US and the European Union; and the border dispute between Thailand and Cambodia. Each issue failed to find resolution and each failure bore the fingerprints of Washington and Beijing.

The United States debuted its new ambassador to ASEAN, David Lee Carden. The US is the second non-member country, the first being Japan, to have an ambassador dedicated to the regional body. In a move that clearly reinforces the growing US intervention in the region, President Obama created the office of Ambassador to ASEAN in November 2010 and swore in Carden to the post in March 2011.

Carden’s resume is revealing. He was an international securities litigation attorney defending the interests of AIG, Lehman Brothers, Bear Stearns and Merrill Lynch and also conducted international intellectual property claims. While unknown in the Southeast Asian intelligence and diplomat community, Carden was one of the top 35 contributors to Obama’s presidential campaign, donating well over half a million dollars through the practice known as “bundling”—exceeding the limits on personal contributions by collecting money from friends and associates. In Carden, finance capital has bought itself a key position that could assist in facilitating access to the rapidly expanding markets of Southeast Asia.

As ASEAN members held strategic political discussions, the US and the EU jostled for position to sell their business interests in the region. The US government agency Overseas Private Investment Corporation (OPIC) opened its Access to Opportunity in Southeast Asia Conference on May 5 in Jakarta. OPIC’s mission statement announces that OPIC “mobilizes private capital to help solve critical world challenges and in doing so, advances U.S. foreign policy … it helps U.S. businesses gain footholds in emerging markets … by providing investors with financing, guarantees, political risk insurance, and support for private equity investment funds.” OPIC CEO Elizabeth Littlefield stated at the outset of the conference, “We chose Southeast Asia for one reason above all others: its time is now. It is the emerging market that economists and investors alike are pointing to with uniform enthusiasm.” Two hundred fifty delegates were present, including representatives from GE, Google and AT&T.

The European Union held the inaugural EU-ASEAN business summit. Three hundred European delegates met with ASEAN counterparts to hammer out the details of an EU-ASEAN free trade agreement. About $US218 billion in trade took place between ASEAN nations and the EU last year. At the summit, European businesses formed contacts with government representatives from the various Southeast Asian nations. Individual European countries also negotiated trade agreements with individual Southeast Asian countries. France, for instance, negotiated a trade tax and tariff deal with the Philippines. The bilateral haggling conducted at the summit underlines the collapse of multilateralism in the aftermath of the Doha Round of world trade talks.

Before the ASEAN summit opened, Myanmar requested that it be given the position as chair of ASEAN in 2014, taking the place of Laos which was scheduled to chair that year. Myanmar had been passed over for chairmanship in 2005, with the promise that if it conducted democratic elections it would be given the position. Pointing to the elections held in 2010 and the release of human rights advocate Aung San Suu Kyi from house arrest, the Burmese government argued that it should be given the role. Laos consented to giving up its year as chair for Myanmar and an early draft communiqué expressed agreement to the change.

According to an article in the Eurasia Review, however, the United States warned that it would no longer work with ASEAN if Burma were given the 2014 chair, citing the country’s abysmal human rights record. This is unmitigated hypocrisy. Washington works with thugs and dictators the world over when it serves its strategic geopolitical and economic interests. What is at stake is Myanmar’s intimate military and economic ties with China, which is building transit routes and energy pipelines through the country from the Bay of Bengal to Yunnan Province. Beijing is seeking to lessen its reliance on the Malacca Strait, which is dominated militarily by the US, to import vital raw materials from the Middle East and Africa.

ASEAN bowed to US pressure, referred to the Burmese human rights record, and did not reach a resolution on who would chair the organization in 2014. ASEAN was founded by US-backed dictators and autocrats—Ferdinand Marcos, Suharto, and Lee Kuan Yew—so the rhetoric of human rights ill suits it, or Washington.

East Timor was poised to become the 11th member of ASEAN, but its members failed to agree on the issue. An article in the Bangkok daily, the Nation, on May 10 explained that the division reflected concerns that China’s growing role in Timor would turn the country into a Chinese proxy in ASEAN. According to the Nation, some members of ASEAN wanted to incorporate East Timor immediately to try to stem Chinese influence. Others, however, pointed to Burma, which was granted membership in 1997; far from stemming rising Chinese influence, if anything, admission to ASEAN hastened it.

Behind the scenes, the Mekong River’s water resources was another contested topic, Vietnamese deputy Foreign Minister Pham Binh Minh told the Voice of Vietnam. At the summit, Vietnam and Cambodia pressured Laos into abandoning its plans to build the Xayaburi dam, which would have reduced water access in Vietnam. However, recently completed Chinese dams in the upper reaches of the Mekong pose a much greater threat to countries downstream.

In 2002, the Asian Development Bank created the Greater Mekong Subregion, an economic grouping that included China, Laos, Cambodia, Thailand and Vietnam and led to the building of highways, dams and pipelines. Last year, however, in a transparent effort to stem China’s influence, Washington created the Lower Mekong Initiative, which included every member of the Greater Mekong Subregion, except China. The US is seeking to capitalise on the water issue to undermine Chinese influence in the subregion.

Similar China-US rivalry was reflected at the summit over the South China Sea—a vital sea lane for Chinese energy from the Middle East and Africa—and also a potential source of oil and gas in its own right. ASEAN was scheduled to make binding the 2002 Declaration of Conduct of Parties in the South China Sea. The agreement would have provided a mechanism for resolving disputes between China, Malaysia, Indonesia and the Philippines—all of which have rival claims in the South China Sea. Closed-door discussions occurred, but no final agreement was reached.

China has long pressed for bilateral negotiations between itself and each of the rival claimants. However, in July 2010, Secretary of State Hillary Clinton intervened, calling for multilateral negotiations, with the US functioning as mediator. China rejected the US statement as an unwarranted intrusion. ASEAN members seemed to give backing to Clinton’s statement during an ASEAN-US summit in September 2010 in New York, but face considerable economic and diplomatic pressure from China.

The ongoing border dispute between Thailand and Cambodia dominated the media coverage of the summit. The United States and China have vital economic and political interests in both countries, but Cambodia’s ties are strongly oriented toward China, while Thailand has historically been linked to the United States. The Thai and Cambodian leaders exchanged sharp words publicly and were unable to resolve the conflict in ASEAN mediation.

Finally, high inflation confronts all governments in the region, prompting Indonesian President Yudhoyono to raise strong concerns about food prices during his opening remarks. ASEAN, in conjunction with Japan, China and Korea, agreed to the creation of a rice reserve to supply the needs of member countries in the event of a shortage, but it is inadequate. Taiwan has already dipped into its reserves, releasing 10,000 metric tons of rice on May 6 to stem rising prices. The Philippines faces possible rice shortages and President Benigno Aquino has issued a pitiful subsidy to the “poorest of the poor” to help pay for rice.

When a country like the Philippines speaks of the “poorest of the poor,” this phrase encompasses malnutrition, disease and desperation. While the geopolitical machinations went on in Jakarta, millions throughout the region went hungry. Amid the continuing global economic crisis, ASEAN leaders are not only seeking to manoeuvre between the US and China, but are keeping a fearful eye on rising social tensions that could easily erupt in a manner similar to what is occurring in the Middle East and North Africa.

THE KILLING OF BIN LADEN AND THE THREAT OF A WIDER WAR

Reports that the raid organized to kill Osama bin Laden included backup plans for a military confrontation with Pakistani forces underscore the highly reckless character of the entire operation.

According to a front-page story in Tuesday’s New York Times, the special operations force sent into Pakistan to kill Bin Laden on May 1 was substantially beefed up on the orders of President Barack Obama, so as to provide it with the ability to “fight its way out” if confronted by Pakistani forces during or after the attack on the compound in Abbotabad. The city, 35 miles from the capital Islamabad, is a military cantonment and site of the country’s premier military academy.

“No firepower option was off the table,” a US official told the CNN television news network. The CNN report added that the US military had a number of warplanes flying “protective missions” in support of the raid, including “fixed wing fighter jets that would have provided firepower if the team came under opposition fire it could not handle.”

All of this firepower was deemed necessary to carry out the raid without seeking the cooperation of the Pakistani government, military or intelligence. Obama was determined to make the killing of Bin Laden a unilateral operation for which his White House could claim undiluted credit.

US military and CIA officials characterized the mission as one of the most risky their agencies had ever attempted, while Obama himself, during an interview with the CBS News program “60 Minutes” on Sunday, described the intelligence placing Bin Laden inside the compound as only “55/45.” Obama acknowledged that the compound could have been occupied by a “prince from Dubai,” and that if the intelligence had proven faulty, “there would have been significant consequences.”

The scale of these consequences now becomes more clear. The raid posed the threat of a military confrontation between US and Pakistani troops deep inside Pakistani territory and adjacent to Pakistani military facilities. Such a clash would be roughly analogous to throwing a lighted match at a powder keg. Even without a direct engagement between US and Pakistani troops, the raid has sparked widespread popular anger in Pakistan, directed against both the United States and the country’s own government.

The Pakistani government has been compelled to react accordingly, with Prime Minister Yousaf Gilani warning in a speech to the parliament that Pakistan would “retaliate with full force” to any future violation of its sovereignty. The comment was directed not just at Washington, but also at India, where the American raid sparked widespread calls for New Delhi to mount similar cross-border operations. Such attacks could bring the two nuclear-armed regional adversaries to the brink of war.

US Army Maj. Gen. John Campbell, the senior commander of American occupation forces in eastern Afghanistan, revealed on Tuesday that Pakistan’s military had cut off all communications with the US and NATO for at least two days after the US kill operation against Bin Laden, though contact has since been restored. There were mounting concerns within the Pentagon that Pakistan could once again cut off the supply route from the port of Karachi to the Khyber Pass through which three quarters of the food, fuel, bullets and other basic necessities for the 140,000-strong US-led occupation force in Afghanistan must pass.

The cross-border raid to kill Bin Laden represents a qualitative escalation of the US military operations inside Pakistan that have taken place since Obama came to office and launched his “surge.” In 2010, the US administration doubled the number of missile strikes by pilotless drones, which Pakistani human rights groups estimate have killed some 2,500 civilians.

While the Pakistani government and intelligence services had collaborated in these attacks, over the past two months they have demanded both publicly and privately that they cease because of mounting popular anger, which is destabilizing the government in Islamabad. Yet they continue, with two more such attacks having been carried out since the killing of Bin Laden, the latest claiming at least five lives Tuesday in South Waziristan.

The escalation of US militarism against Pakistan threatens to inflame the entire region. Next week, Pakistani Prime Minister Gilani is to visit China, a country which Gilani referred to as an “all-weather friend” and a “source of inspiration” in the same speech in which he blasted the US military raid. Beijing has voiced support for Pakistan in the wake of the Bin Laden killing and no doubt sees the growing friction between Washington and Islamabad as an opportunity to advance its own strategic interests in the region.

According to US media reports, the Pakistani government last month urged the government of Hamid Karzai in Afghanistan to deny the US a continuing military presence in that country and orient instead toward Pakistan and China.

China brought Pakistan in as an observer in the Shanghai Cooperation Organization (SCO), which includes Russia and three former Soviet Central Asian republics. Beijing has employed the SCO to advance its interests in the region, which center on control of energy supplies—the same strategic resources that induced the US to go to war for control of Afghanistan.

Meanwhile, President Asif Ali Zardari today begins a three-day visit to Moscow, where he is to discuss with the Russian government mutual concerns, including regional security. Russia also opposes the establishment of permanent US military bases in Afghanistan, seeing them as a beachhead for exerting US control over the Caspian Basin and its energy reserves.

This is the tense international context in which the Obama administration carried out its unilateral raid to kill Bin Laden in Pakistan.

One of the many questions posed by this raid is, “Why now?” There have been no terror alerts either preceding or following the killing of Bin Laden. By most accounts, his Al Qaeda organization had become a spent force, largely irrelevant except to serve as the pretext for ongoing US military operations.

The absence even of claims of an imminent security threat from Bin Laden underscores the fact that the raid was ordered by the Obama White House largely because of domestic concerns. The administration was shaken by the events earlier this year in Wisconsin, where tens of thousands of workers, inspired in part by the revolutionary events unfolding in Egypt, demonstrated every day for weeks on end to protest anti-worker legislation being pushed through by the governor and the state legislature.

Under conditions of a deepening economic crisis, with no prospect of a significant lessening of unemployment, with fuel and food prices soaring, and the federal government, the states and localities carrying out vicious and massively unpopular cuts in jobs, wages and social programs, the Obama administration could only anticipate a growth of social opposition.

The idea was that a successful operation to “take out” the Al Qaeda leader could be utilized to unleash a flood of militarist and jingoistic propaganda, with the aim of diverting and intimidating growing popular anger.

At the same time, it would allow Obama to recast himself as a “wartime president,” distancing himself from the promises of “change” made in his 2008 campaign and associating his administration ever more closely with the military, the intelligence agencies and with the most reactionary sections of the ruling elite, thereby providing the White House with a new socio-political base for launching attacks on the working class.

Within the framework of the US war in Afghanistan, the raid served another purpose: to ratchet up pressure on the Pakistani government and military to collaborate more directly and fully in the faltering attempt to suppress the growing resistance to American military occupation.

As with all such reckless adventures, often the most important results are the unintended consequences. In this case, they include the stoking up of tensions in a region where five nuclear-armed countries—the US, China, Russia, India and Pakistan—are competing for power and influence.

As the media-generated fog of patriotic triumphalism wears off, this operation may well be seen as one of a number of US actions in the region that are setting the stage for a far bloodier conflagration.
